IN SINDH AS PART OF PRE-POLL RIGGING

BACKGROUND
Prime Minister and Chairperson of the Pakistan
Peoples Party Shaheed Mohtarma Benazir Bhutto risked her life and ended her
exile to work for restoration of democracy in a country held hostage to
militancy and terror. Mohtarma Benazir Bhutto was assassinated on 27th
December in an election rally in Liaquat Bagh. The assassination is conspiracy
against the people of Pakistan, against the federation and against democracy. It
is also an attempt to stifle the voice of the progressive political forces in
the country and to strengthen rule of militancy and terror. In the light of the
gravity of the situation and its impact on Pakistan’s stability and
international security, the Peoples Party has urged that United Nations
constitute inquiry tribunal to get to the bottom of this act of terror.
The entire nation came out in deep shock and anger
to protest against this brutal and cruel act. The next few days witnessed angry
protestors on the streets venting their anger. The People’s Party Workers and
Officebearers were however headed to Naudero to take part in their beloved
leader’s burial ceremony.
The primary responsibility of resulting damage to
public property is that of the government, whose law and order machinery broke
down completely, and it seems deliberately. The streets were full of juveniles
and several police lockups were broken free and criminals released.
Instead of carefully investigating losses and
implicating the concerned persons, the government further clamped down on the
Pakistan People’s Party. The PPP Sindh believes this is a follow up of the
conspiracy under which our leader was Shaheed Benazir Bhutto was attacked.
Subsequently, Pakistan Peoples Party was targeted by
the state and government parties in three ways.
First, tens of PPP sympathizers and workers were
shot down just for raising slogans against the government or protesting.
Second, the caretaker government, and the candidates
of the former ruling parties, PMLQ and PML F sympathizers, office-bearers,
candidates, and Nazims were given a free hand to implicate hundreds Pakistan
People’s Party workers across Sindh in false cases. This was followed by
arrests, midnight raids, and harassment on hundreds of party activists.
And third a vicious advertisement campaign in
mainstream press was unleashed, a campaign that propagated hate against one
ethnic group, in a conspiracy to divide the nation further, and promote
provincialism.
PPP TARGETED BY GOVERNMENT AND THEIR FAVOURED
PARTIES
Most of the nominations in the registered cases are
key PPP office bearers, workers and even candidates themselves.
The charges in these complaints are under Sections
324, 353, 147,147,149 and 427 the Pakistan Penal Code, concerned with arson,
destruction of public property. However the most surprising section included in
all the complaints is Section 7 of the Anti Terrorist Act. This is a non-bailable
offence, to be tried by special anti-terrorist courts, and carries severe
sentences. It is extremely concerning that hundreds of innocent people have been
nominated for such a serious offence, only to serve the objective of thwarting
the Pakistan People’s Party’s participation in the forthcoming elections.
The extent of vendetta against PPP can be borne out
by one FIR, in Naushero Feroze district in which 3 people who already died some
years ago have been nominated. Their names and details are mentioned below.
According to the latest figures compiled by PPP
Sindh approximately 2077 cases are registered nominating 12,077 people, and
500,717 unknown persons with about 962 arrested. More than 20 contesting
candidates have also been named and charged. The number of cases is increasing
everyday.
We believe the objective of implicating PPP in these
cases is to stall the Pakistan People’s Party election campaign, which is
committed to restoring democracy in the country by fully participating in the
forthcoming elections. If this were not the case, the large number of candidates
fighting the elections would not have been implicated in the FIRs. The Peoples
Party in Sindh was all set to win the elections. All independent surveys and
even reports of intelligence agencies stated that PPP was set to sweep polls in
Sindh. The assassination of our beloved leader was a strategy to steal our vote.
We have reasons to believe that large-scale damage
to government property was a part of government campaign to postpone the polls,
which they did. There have been instances when government officers were caught
setting government offices to fire. A Union Council secretary was caught
red-handed in Khairpur setting a Union Council office to fire. A police officer
incharge of B Section in Khairpur city was caught redhanded in securing for his
private use the stolen public property. These are just two of several such
incidents reported.
We consider this action of arrests against the PPP
workers and cases against their candidates as a form of pre-poll rigging
activity by the favored government candidates and favoured parties. We term
these cases as state abuse of human rights of political workers and consider
that this is a violation of our constitutional rights to participate in
election.
We apprehend that the large numbers of unknown
persons are implicated so that it gives government backed parties with blank
cards which may be filled randomly by adding more names of PPP workers to the
criminal charges to demoralize the PPP.
We strongly condemn the hate campaign by PMLQ in the
press, with the objectives of maligning the PPP and promoting ethnic divisions
and conflicts.

Station Moro three nominated party workers who have been shown in the F.I.R who
died long time ago. Their names are Mohamed Hussain Bhatti, Syed Moula Bux &
Tharo Khan Khoso. Their Death Certificates have also been issued from Union
Council Manahi Taluka Moro. Copies are attached.
In Khairpur, at least 10 people were killed and out
of these 3 workers of the Pakistan People’s party were killed in firing. PPP
workers have been nominated and some names have been repeated in several FIRs.
Several arrests and raids have been carried out. The favoured candidates of PMLF
have further brought armed gangsters who are displaying show of arms and firing
outside election offices of the PPP.
